5+ GW renewable belt powering Dholera Smart City
The intent in establishing the Solar Park Zone
To anchor Dholera's renewable energy ambition through utility-scale solar generation with integrated evacuation and storage:
- Utility-scale photovoltaic farms
- Concentrated solar power (CSP)
- Hybrid solar-wind generation
- Battery energy storage systems
- Green hydrogen production
- Solar manufacturing & assembly
- Grid evacuation infrastructure
To enable co-located R&D, training and operations & maintenance facilities.
To preserve undisturbed wildlife corridors within and adjacent to the solar belt.
The following use premises will be permitted
- 01Solar PV farm and CSP plant
- 02Battery storage facility
- 03Inverter and transformer yard
- 04Substation and switchyard
- 05Green hydrogen electrolyser unit
- 06Solar panel manufacturing (light)
- 07O&M control room and SCADA
- 08Staff accommodation (limited)
- 09Workshop and spare parts store
- 10Research and testing facility
Regulatory Notes
Conventional thermal generation is not permitted. All facilities must adhere to GEDA / MNRE technical standards. Land must be returned to original use upon end-of-life with full decommissioning bond.
Wildlife & Right-of-Way Setbacks
Solar arrays must maintain protected setbacks from any notified wildlife corridor and existing transmission rights-of-way. Boundary fencing must allow small fauna passage.
Plot-wise Development Norms
Comprehensive development control rules by minimum road right-of-way.
| SR NO | Minimum Road ROW (Metres) | Min. Plot Size | Maximum FAR | Maximum Ground Coverage as Percent of Plot Area | Maximum Building Height* | Minimum Setbacks (Front-Rear-Both Sides) | Permitted Use Premises | Conditional Use Subject to Special Permit from DSIRDA |
|---|---|---|---|---|---|---|---|---|
| 1 | NA | - | 0.2 | 20% | G+2 or 10m whichever is less | - | Administrative Office or other storage building | The following uses may be permitted subject to approval of a special permit on a case-by-case basis: • Broadcasting towers and line-of-site relay devices for telephonic, radio or television communications. The following uses and structures shall be permitted as ancillary uses to the main use of the building provided their name, location and size (if applicable) is indicated in the site plan submitted for approval: 1. Devices for generation of non-conventional energy, such as solar panels, wind power 2. Lodging facilities for caretaker/security personnel |
* All measurements indicative — as per DSIRDA Development Control Regulations. Final approvals are subject to plan sanction by the competent authority.
