To position Dholera as a magnet for education, R&D and the knowledge economy with campus-scale developments:
- Universities and higher education
- Research & development centres
- IT / ITeS and software parks
- Innovation labs and incubators
- Skill development institutes
- Data centres and cloud campuses
- Specialised training academies
To allow associated student housing, faculty residences and recreation.
To encourage industry-academia partnerships through co-located facilities.
The following use premises will be permitted
- 01University and college campus
- 02Research lab and R&D centre
- 03IT / ITeS office and software park
- 04Data centre and server farm
- 05Hostel and student housing
- 06Faculty quarters
- 07Library, auditorium and seminar hall
- 08Sports and recreation facility
- 09Healthcare and counselling centre
- 10Convenience retail for campus users
Regulatory Notes
Heavy industry, warehousing, wholesale trade and large-format retail are not permitted. Allied light manufacturing (prototyping, electronics assembly) permitted under DSIRDA approval only.
Campus Planning Norms
Educational and research campuses must maintain landscaped buffers along all edges to ensure acoustic separation from adjoining zones. Internal road network must support pedestrian and cycling primacy.

Comprehensive development control rules by minimum road right-of-way.
